A special action plan report aimed at providing a permanent solution to the long-standing flooding problem faced by residents of the Navaly East – Kallundai resettlement housing scheme village, located in the Valikamam South-West Divisional Secretariat Division of Jaffna, was handed over today – on Friday 13 March 2026, to the Hon. Governor of the Northern Province, N. Vethanayahan.
Approximately 103 families have been resettled in Kallundaai. As this area is a low-lying region, it experiences frequent flooding during rainy seasons, with water often remaining stagnant for long periods. As a result, residents have been facing significant hardships.
Paying special attention to the difficulties faced by the residents, the Governor requested the Vadakkin Chapter of the Institution of Engineers, Sri Lanka (IESL) to prepare a technical assessment report proposing a permanent solution to the issue.
In response to the Governor’s request, engineers from the Vadakkin Chapter of IESL prepared a special document titled “Kallundai Flood Mitigation Action Plan Proposal.” This report was officially handed over to the Hon. Governor today at the Governor’s Secretariat.
Following the submission of the report, an extensive discussion was held under the chairmanship of the Governor on how to implement the proposed project, identify suitable funding sources, and effectively coordinate the relevant government departments.
According to the engineers’ proposal, the project will be implemented in three phases. The estimated costs are:
>>> Rs. 95 million for the first phase
>>> Rs. 100 million for the second phase
>>> Rs. 105 million for the third phase
Once the project is fully implemented, it is expected that seasonal flooding in Kallundaai village will be completely brought under control, thereby protecting residents’ homes and properties. In addition, it will help ensure safe transportation during rainy seasons, while also improving public health conditions and the livelihoods of the local community.
The discussion was attended by the Secretary to the Governor of the Northern Province, the Deputy Chief Secretary (Engineering Services), the Valikamam South-West Divisional Secretary, the Director of the Northern Province Irrigation Department, the Provincial Director of the Road Development Department – Northern Province, the Hon. Deputy Chairman of the Manipay Pradeshiya Sabha, the Secretary of the Manipay Pradeshiya Sabha, engineers, and several other officials.
