Overall policy formulation and operationalization for the Social, Economic, Cultural, Development in accordance with the Legal frame.

- To exercise the powers according to the Constitutional Mandate of Provincial Council.
- To enhance the quality of Provincial Public Service (Human Resource Policy)
- To enhance the quality of Physical Resources.
- To enhance the Legal Framework for each and every devolved subjects.
- To enhance the Effective Monitoring and Evaluation System.
- to enhance better Institutional Coordination.
