With the aim of advancing one of the key policies of the government led by His Excellency the President Anura Kumara Dissanayake, namely the digitalization of public services and the provision of fast, transparent, and efficient services to the public, practical training on the software system known as the Local Government Payment Management System (LGPMS), an important initiative to modernize the administrative activities of local government institutions, was provided to all local government institutions in the Northern Province.
Organized by the Ministry of Public Administration, Provincial Councils and Local Government, this training programme was held yesterday – on Saturday morning, 08 August 2026, at the conference hall of the Department of Local Government of the Northern Province.
Approximately 110 officials, including council secretaries and subject officers from the 34 local government institutions in the Northern Province, participated in the programme.
The Local Government Payment Management System (LGPMS) software, developed to bring the services of local government institutions onto an integrated digital platform, serves as a modern platform for managing online payments, public complaints, service requests, suggestions, and the day-to-day administrative activities of local government institutions in an integrated manner.
Through this, the need for members of the public to visit offices in person will be reduced, creating an environment in which services can be accessed more quickly and transparently. At the same time, the software is expected to make a significant contribution to improving the administrative efficiency, financial management, accountability, and quality of service delivery of local government institutions.
During the training, practical demonstrations were provided on the technical aspects of the software, online payment procedures, the method of recording and monitoring public complaints, and procedures for electronically managing service applications and administrative information, while explanations were also provided in response to questions from the participants.
This initiative is expected to form part of the national programme to fully digitalize government services and provide the public with faster, transparent, and people-friendly administration.
The Additional Secretary of the Ministry of Public Administration, Provincial Councils and Local Government, and the Commissioner of Local Government of the Northern Province participated in this event.
