Investment is essential for the development of our region and for improving the livelihoods of our people. Investors face various practical difficulties in obtaining the necessary departmental approvals within the stipulated time. It is frustrating for investors when one department grants approval while another delays the process. All departments should pay special attention to this matter and take steps to facilitate approvals, with conditions imposed where necessary. At the same time, investors must ensure that their activities are carried out in accordance with the laws and regulations of the country,” said the Hon. Minister of Fisheries, Aquatic and Ocean Resources, R. Chandrasekhar, and the Hon. Governor of the Northern Province, N. Vethanayahan, jointly.
A special discussion was held today – on Thursday (30 July 2026), at the Conference Hall of the Governor’s Secretariat to review investment projects in the Jaffna District that have been delayed for various reasons, as well as projects facing practical challenges. During the meeting, the following observations were made:
The first item on the meeting agenda was the ‘Village Hotel’ project under development in Valvettithurai. Following a review of the matter, it was decided to personally summon the investor concerned and instruct him to regularize the project in accordance with the directives already issued. It was further decided that, should the investor fail to comply, the relevant departments would initiate appropriate legal action. The meeting emphasized that while investment is welcomed and encouraged, no project or activity that violates the law will be permitted under any circumstances.
Secondly, the proposed “Welfare Aquatic Biodiversity Development Project” in the Kayts–Cottonwood area was discussed. In this regard, the Divisional Secretary, the Department of Fisheries and Aquatic Resources, and the Department of Coast Conservation jointly met with the residents of the area to explain the project, clarify its potential benefits, and address their concerns. Following these discussions, the relevant officials were instructed to take the necessary further steps to proceed with the project.
Thirdly, attention was drawn to the proposed “Jaffna Coastal Cultural Resort Project” to be established in Ariyalai. Although requests have already been submitted regarding the project, it was decided to obtain the approval of the Director General of the Department of Fisheries and Aquatic Resources, thereafter present the proposal to the Divisional Secretariat Land Use Committee for consideration, and proceed with the necessary further activities.

Rajeevan, Member of Parliament; the Secretary to the Governor of the Northern Province; the Provincial Director of the Urban Development Authority; the Planning Director of the Jaffna District Secretariat; Divisional Secretaries of the Nallur, Kayts, Maruthankerni, and Point Pedro Divisional Secretariats; the Assistant Commissioner of Local Government; the Hon. Deputy Chairman of the Valvettithurai Urban Council; the Assistant Director of the Department of Fisheries and Aquatic Resources; an Engineer from the Department of Coast Conservation; the Northern Provincial Assistant Director of the National Aquaculture Development Authority; the Secretary of the Valvettithurai Urban Council; the Private Secretary to the Governor of the Northern Province; the Coordinator to the Chairman of the District Coordination Committee; and several investors.
