The Hon. Governor of the Northern Province, N. Vethanayahan, has agreed to develop and implement a distinct new transfer policy for administrative officers in the Northern Province.
This decision was reached during a special discussion held this evening – on Tuesday 17 February 2026, at the Governor’s Secretariat between representatives of the Northern Regional Branch of the All Ceylon Administrative Officers’ Association and a committee led by Hon. Governor of Northern Province.
At present, a general transfer policy applicable to management service officers is being followed. In this context, the Association’s request to establish a separate transfer policy specifically for Supra Grade Management Service officers was accepted by the Governor. Accordingly, he instructed the relevant authorities to formulate a new policy.
Requests were also made to clearly define the duties and responsibilities of administrative officers, to ensure separate office facilities for them in certain departments, and to provide specialized training. The Governor agreed to these requests as well and assured that appropriate measures would be taken.
Attention was further drawn to practical difficulties faced by Supra Grade officers serving as Secretaries of Local Authorities in obtaining holiday allowances. The Governor was also requested to make suitable arrangements to enable Secretaries to maintain official diaries, and he advised that this matter be considered favorably.
The discussion was attended by the Secretary to the Governor of the Northern Province, the Deputy Chief Secretary – Administration, the Secretary of the Provincial Public Service Commission of the Northern Province and representatives of the Northern Regional Branch of the All Ceylon Administrative Officers’ Association.
