The Governor has directed the establishment of a mechanism to promptly provide land documents to individuals without disputes in Kilinochchi.

At a meeting chaired by the Hon. Governor of the Northern Province, N. Vethanayahan, it was decided to implement a special program to promptly provide land documents to residents of the Kilinochchi District who have undisputed ownership. The Governor also instructed the Provincial Land Commissioner to establish an effective mechanism to facilitate this process.

A land-related progress review meeting and land mobility service were held on Friday, 26th September 2025, at the Kilinochchi District Secretariat Auditorium, under the chairmanship of District Secretary S. Muralitharan.

In his address at the progress review meeting, District Secretary S. Muralitharan stated that steps are being taken to address the land issues faced by the public through the implementation of mobile services. While efforts have been made to provide land documents to those with undisputed ownership, he highlighted the challenges involved in the process. He also appealed to the Governor to establish a special mechanism to overcome these challenges and expedite the issuance of land documents.

“The Governor, upon accepting the request of the District Secretary, instructed Provincial Land Commissioner R. Guruparan to obtain additional personnel from the Jaffna District to support the implementation of the project. He further directed that clear targets be set and the project be completed within a defined timeframe. The Governor also advised that all necessary requests, including those related to payments and other required resources, be submitted in accordance with the appropriate procedures.

Furthermore, various practical issues related to land disputes in the Kilinochchi District were discussed during the meeting. The Governor instructed the Land Commissioner to give special attention to resolving these issues, taking into consideration the impact of the war on the Northern Province, including the destruction of land documents. He also emphasized the need to take appropriate policy decisions to address these challenges effectively.

Issues related to lands under the Land Reforms Commission were also reviewed. The Governor instructed that land documents be issued in the Palai Divisional Secretariat Division, and that the existing challenges be thoroughly examined and appropriate actions taken. In addition, specific instructions were given to the Northern Provincial Deputy Director of the Land Reforms Commission regarding the issuance of lands in both the Palai and Poonagari Divisional Secretariat Divisions.

The discussion was attended by the District Secretary – Kilinochchi, Additional District Secretary (Land), Provincial Land Commissioner of the Northern Province, Divisional Secretaries, and Land Development Officials.
Following the meeting, a public land mobility service was conducted with the participation of the Governor.
