“Immediate Action to Improve the Livelihood and Infrastructure Facilities of the People of Kallaru!” – Assurance given by Minister and Governor in Kilinochchi

The Chairman of the Kilinochchi District Coordinating Committee and Hon. Minister of Fisheries, Aquatic and Ocean Resources, R. Chandrasekar, along with the Co-Chairman of the District Coordinating Committee and Hon. Governor of the Northern Province, N. Vethanayahan, assured that prompt action will be taken to fulfill the livelihood needs of the people of Kallaru, under the Kandawalai Divisional Secretariat Division in Kilinochchi District, and to improve the basic infrastructure facilities in the area.

The mobile service under the ‘Clean Sri Lanka’ program was held today – on Friday 02 January 2026, at Kallaru Tamil Vidyalayam, chaired by Divisional Secretary Mr. K. Brunthakaran.

Addressing the event, the Governor clarified the objectives of the program, stating that the ‘Clean Sri Lanka’ initiative is one of the three most important programs being implemented by the government led by His Excellency the President Anura Kumara Dissanayake. It is not limited to merely keeping the physical environment clean but is a comprehensive program that encompasses various aspects, including keeping purity in our minds and bringing about positive changes in our thoughts. A special task force has been established at the Presidential Secretariat for this purpose, with funds being released directly, he said.

Furthermore, such mobile services are conducted precisely so that government officials can go to the people and provide services. When officials come to you, the public should take the opportunity to fulfill their needs. We are ready to fulfill the needs of the people of Kallaru and to uplift their livelihoods. At the same time, to rise as respected individuals in society, you must also bring about changes in your own thinking, the Governor emphasized.

Following the mobile service, a special discussion was held with community organizations in the Kallaru area. During this, the people highlighted various issues.

Fishermen pointed out the challenges they face because, despite belonging to the Kilinochchi administrative district, they are required to register for fishing under the Mullaitivu District.

In response, Hon. Minister R. Chandrasekar stated, ‘This time, submit your registration applications at the Kandawalai Divisional Secretariat itself. In the future, we will establish a permanent solution to fully carry out registrations within the Kilinochchi administrative district.’

It was highlighted that the road used for fishing activities has deteriorated to the point of being unusable. The Governor assured that swift action will be taken to reconstruct that road in the future.

The people noted that, although it is a village resettled after the tsunami disaster, permits for their lands have still not been issued. The Hon. Governor stated that arrangements will be made to issue them.

Requests were made to reconstruct damaged houses, provide coconut seedlings for livelihoods, and establish a factory for women. Additionally, there was a request to connect two tanks under the Department of Agrarian Services to improve inland freshwater fishing. It was stated that these requests would be considered favorably.

Parents requested action to prevent students in their area from dropping out of school. Subsequently, it was decided to jointly implement measures with the police to prevent dropouts. Under the compulsory education law, it was also decided to take court action against parents who do not send their children to school.

During the mobile service, various livelihood assistance programs were provided to students, university students, and the general public. In addition, long-pending birth and marriage certificates were also issued.

Kilinochchi District Secretary S. Muralitharan, Kilinochchi District Coordinator for the Clean Sri Lanka Task Force M. Mohan, and various other officials participated in this mobile service.
