Amid a worrying rise in recent times in incidents of death in Jaffna District resulting from impulsive decisions, Hon. Governor N. Vethanayahan has directed that urgent measures be launched immediately to prevent such incidents, and that coordinated mechanisms for this purpose be swiftly restored to full operational status.
The Governor issued this directive during a special high-level discussion held today – on Tuesday evening, 11 August 2026, at the Northern Province Governor’s Secretariat.
During the discussion, deep concern was expressed over the 80 deaths recorded in Jaffna District over the past three months. Medical specialists pointed out that, compared with the national rate of 15 per 100,000 population, Jaffna District is recording such deaths at a rate of approximately 30 per 100,000. It was also noted with concern that this trend is increasing particularly among youth and women.
Medical specialists at the discussion noted that several factors are contributing to this situation, including alcohol dependency, domestic violence, reduced communication among family members, weakening closeness between parents and children and between teachers and students, isolation, and social and psychological stress. It was emphasized that efforts by the health sector alone are not sufficient to address this challenge, and that the participation of all sections of society is essential.
The discussion also identified gaps in continuous monitoring and counselling services for individuals recovered from at-risk mental states, and inadequate multi-sectoral coordinated action for those affected by gender-based violence. The Governor directed officials to address these matters immediately, to conduct a comprehensive study of the recorded deaths, to scientifically analyze the contributing factors, and to strengthen preventive measures.
The Governor emphasized that this prevention initiative should not be confined to the health sector alone, but should become a province-wide social movement carried forward with the coordinated participation of all stakeholders, including education, social services, administration, police, religious leaders, community organizations, and the media. It was also resolved to further strengthen the involvement of field-level officials for this purpose.
Noting that the greatest current gap lies in coordination among the relevant institutions, the Governor instructed that the operational mechanism linking all relevant stakeholders be restored under the coordination of the Regional Director of Health Services.
The discussion also specifically emphasized the need for the media to report news related to such incidents responsibly and with due regard for social welfare.
It was further reiterated at the discussion that anyone affected by stress, isolation, family problems, or other life crises and in need of help can contact the ‘Neyam’ counselling support service, operated round the clock by the Northern Province Department of Health, at 021 222 6666, to receive confidential guidance and counselling.
The discussion was attended by the Governor’s Secretary, the Regional Director of Health Services, medical specialists, the Head of the Department of Sociology at the University of Jaffna, the Northern Province Additional Provincial Director of Education, the Counselling Coordinator of the Jaffna District Secretariat, and others.
