A special discussion regarding urgent infrastructure development and administrative regulation of the Sri Lanka German Training Institution of Kilinochchi and Kokkuvil Technical College with the aim of improving vocational education was held today (12th June 2026) at 9 a.m. under the chairmanship of the honourable. Governor at the Conference Hall of the Governor’s Secretariat.

It was ensured at this meeting to finish the construction works for accommodation facilities for the Sri Lankan German Training Institute located at Kilinochchi within this year. The governor mentioned that this institution, which currently educates 800 students in all over the community, is an asset to the northern province. Students emphasized that it is the duty of all to completely strengthen and function in this institution, as students from all over the place are learning in this institution.

It was discussed at this time about initiating NVQ Level 4, 5, and 6 courses in the fields of mechatronics and information and communication technology in line with the modern demands of the job market. It was stated that approval from the Tertiary and Vocational Education Commission of Sri Lanka is being awaited for NVQ Level 5 and 6 courses, and the Governor requested full cooperation to expedite obtaining the approval and to commence the courses.

It was stated that matters relating to the salary revision of lecturers and heads of departments (arrears from April 2025), increases in allowances, and official appointment letters have been discussed with the Department of Management Services, and officials have assured that a solution will be provided soon.

The need for local representation on the governing board of this institution was emphasized at the meeting. As these appointments fall under the purview of the Honorable Minister, the Governor stated that the relevant recommendations would be brought to the attention of the subject Minister, the Honorable Prime Minister.

Following this, the conditions of Kokkuvil Technical College, where around 600 students are studying in 30 courses, were examined. The governor, who personally inspected the site, pointed out that the college buildings are in a state of disrepair and that some buildings are unusable. He also noted that the equipment there has not been modernized in line with the times and remains outdated. During this, the college principal and others highlighted issues such as damaged laboratories, including those for motor vehicles and plumbing, as well as shortages of computer facilities and classrooms.

It was pointed out by the Ministry’s Additional Secretary and Director General that funds have been allocated this year for renovation work of the building complex established by the Korean government, and that the work has already commenced through the Department of Buildings.

Furthermore, it was stated that since the Kokkuvil Technical College has been included in next year’s main plan, other infrastructure needs, including new buildings, will be implemented next year. Officials also noted that delays can be avoided by requesting the necessary equipment in a timely manner through the proper procedures.

In this special discussion, additional secretaries, the Director General, and many senior officials from the Ministry of Skills Development, the Sri Lanka–German Technical Training Institute, and the Department of Technical Education and Training participated via Zoom technology. At the meeting held directly at the Governor’s Secretariat, officials including the principal of the Kilinochchi Sri Lanka–German Technical Training Institute, as well as the principal and lecturers of the Kokkuvil Technical College, also took part.
