The official website launch event of the Northern Province Management Development Training Unit (MDTU), along with the Learning Management System (LMS) and Training Management System (TMS), was successfully held this evening – on Wednesday 25 February 2026, under the chairmanship of the Hon. Governor of the Northern Province, N. Vethanayahan, at the Auditorium of the Management Development Training Unit in Kilinochchi.
Participating as the Chief Guest, inaugurating these new systems officially, and delivering an address, the Governor stated that this is not merely an event to launch a website or software, but the beginning of a new era of digital governance in the Northern Province administration. He pointed out that this project serves as a bridge connecting traditional administrative systems with the boundless possibilities of a digitized world.
The Governor noted that through this project, which has been advanced in alignment with the national digitalization policy, physical barriers hindering professional development have been broken down. “Whether an officer is serving in Jaffna, Kilinochchi, or Mullaitivu, they can now access world-class training resources at their fingertips. This is more than just technological advancement; it is a strategic investment in our most valuable asset ‘human resources’. Through this, we are building a public service workforce that is technologically knowledgeable, proactive, and prepared to face the challenges of the 21st century,” he said.
Continuing further, the Governor stated: “In introducing the necessary changes to public administration in line with the times, Deputy Chief Secretary (Personnel and Training) S. Pranavanathan is leading the way. I wholeheartedly appreciate his excellent performance in this regard. Similarly, it is highly appropriate that the Management Development Training Unit is located in Kilinochchi. We must change the mindset that ‘everything must be based only in Jaffna.'”
The Governor further emphasized that through the government’s digitalization policy, not only will delays in public service and ‘red tape system’ (bureaucracy) be eliminated, but corruption and bribery will also be completely eradicated.
The Governor urged public officials not to view these new systems merely as “tools” or “obligations,” but to treat them as catalysts for administrative transformation. He stressed that the success of this technology depends on the skills of those who use it. Additionally, he noted that the dedication of public officials is the driving force behind the province’s progress, and he extended his congratulations and appreciation to the Director, staff, and website development team of the Management Development Training Unit for their tireless efforts in realizing this project.
Deputy Chief Secretary (Personnel and Training) S. Pranavanathan, who presided over the event, provided clarifications regarding the creation of these online systems and the expected objectives through them. In his welcome address, the Director of the Management Development Training Unit mentioned that four times more funding has been allocated this year compared to previous periods for the institute’s activities.
The inauguration event was attended by Northern Province Chief Secretary Mrs. Thanuja Murugesan, Deputy Chief Secretaries, the Director of the Management Development Training Unit, zonal education directors, officers, and many public servants.
