The Central Government is ready to release the funds we are requesting. However, a few secretaries and senior officials in the Northern Province administration have no willingness to do what the people need and are focused only on enjoying privileges and perks. I feel ashamed when I think of such officials, said Hon. Governor of Northern Province N. Vethanayahan, expressing strong displeasure.
The 10th anniversary celebration and discussion event of “Padmaloka – Human Resource Excellence Institution”, which has been carrying out people-welfare activities in the village of Puthumurippu, Kilinochchi, was held today – on Friday 21 November 2025, at Vigneswara College, Puthumurippu. It was while addressing the gathering that the Governor made these remarks.
He further stated there:
I entered provincial administration only after taking up the post of Governor in the administrative service. The reason the provincial administration is facing so much setback is none other than some of the officials in charge. They cling to their positions and chairs, waste time without serving the people, and without any hesitation accept the privileges and allowances given from the people’s tax, yet show no interest in serving those same people. We have to carry such burdens and move forward.
In the past, many villages were neglected in development due to political and various other reasons. But the present government under the leadership of President Anura Kumara Dissanayake is working with the firm objective that “there should be no backward village”. Our province is receiving development opportunities like never before. Yet, it is painful that our own officials are becoming obstacles preventing these benefits from reaching the people.
Some international non-governmental organisations portray the plight of our people as an investment opportunity, design projects, and obtain funds. However, of the funds thus received, a major portion is spent on the administrative expenses of those organisations rather than on assistance to the people. As a result, no change occurs in the people’s livelihoods.
On the contrary, we need organisations like the “Human Resource Excellence Institution” that integrate with the people’s way of life, truly understand what they need, and work on a service-oriented basis, the Governor said.
The event was attended by the Assistant District Secretary of the Kilinochchi District Secretariat, Grama Niladhari Officers, representatives of the Human Resource Excellence Institution, and many members of the public.
