The institutions that directly engage with the public on behalf of the Provincial Councils are the Local Authorities. The responsibility of bringing their services closer to the people and transforming them into efficient service-delivering bodies lies with the honorable Chairmen and Secretaries of these local authorities. They must recognize and fulfill this duty, stated N. Vethanayahan, Hon. Governor of the Northern Province.
A training program on the regulations of the Urban Development Authority for the honorable Chairmen and Secretaries of local authorities from Kilinochchi, Mullaitivu, Vavuniya, and Mannar Districts was organized today – on Thursday, 23rd October 2025 by the Management Development Training Division in collaboration with the Ministry of Local Government, Northern Province, and conducted by the Management Development Training Unit, Northern Province at its training office in Kilinochchi.
Following the welcome address by Northern Provincial Commissioner of Local Government, Mr. S. Sutharsan, the Governor delivered his remarks. He said that continuous training programs on various subjects are to be provided to local authorities. By empowering them, we can strengthen the grassroots units of our province — the local authorities. Only when these local bodies function effectively can the needs of the people be fully met.
The Governor further stated that district secretariats and divisional secretariats under the Central Government are actively addressing public needs; likewise, the provincial-level institutions should also fulfill people’s requirements. For that, the elected Chairmen must take the lead and perform efficiently.
He added that in the future, local authorities that perform well in the Northern Province should be recognized and honored. Through such recognition, we can motivate others to improve. Chairpersons and Secretaries are in these positions to serve the people — and if they keep that commitment in mind, they can fully meet the people’s needs, he emphasized.
The event was attended by Mr. Saman Disanayake, Director of the Urban Development Authority Northern Province, along with Assistant Commissioners of Local Government from Kilinochchi, Mullaitivu, and Vavuniya Districts.
