Digitalization reduces corruption and fraud while ensuring easy access to data – Hon. Governor

The establishment of a system enabling citizens to make payments to government institutions from their homes is most welcome. Through digitalization, corruption and fraud can be reduced. Therefore, we welcome the inclusion of all institutions under the Northern Provincial Council into this service, said the Hon. Governor of the Northern Province, Mr. N. Vethanayahan.

In line with the vision of His Excellency the President, Anura Kumara Dissanayake, the launching of the GovPay application and the signing of related agreements took place today, Friday morning -19th September 2025, at the auditorium of the Office of the Commissioner of Local Government, Northern Province.

Delivering his address as the Chief Guest, the Governor stated: GovPay is part of the government’s primary policy of digitalization. Today, many people pay their electricity bills of the Ceylon Electricity Board and other payments from home. Citizens wish to avoid unnecessary travel and loss of time. In the present context, both husband and wife are often engaged in employment. In such circumstances, visiting government offices to pay dues within the given time has become a major challenge. Therefore, services that allow us to make payments from home are essential.

Services provided through such digitalization reduce corruption and fraud. These services are transparent, and data can be accessed easily. In addition, they help reduce administrative costs for government institutions and enable them to improve their services.

So far, 135 government institutions have joined this platform, offering access to over 700 services. The Governor further emphasized that the implementation of this system within the departments of the Northern Province must be expedited.

As a first step, local government bodies in the Northern Province were brought under this service today. Awareness sessions were conducted for the Chairpersons and Secretaries of the Local Authorities, followed by the signing of agreements.

Sothinathan, Secretary of Ministry of Local Government – Northern Province, Mrs. Thevananthini Babu, Commissioner of Local Government – Northern Province, Mr. Dinuka Perera – Deputy Chief Executive Officer of LankaPay, Miss. Thusha Mugunthan – Chief Service Delivery Officer of LankaPay and Mr. Sivaprasanth – Project Manager of LankaPay.
