Northern Provincial Ministry Secretary A. Sothinathan, who oversees Finance and Planning, Law and Order, Land, Power, Housing and Construction, Tourism, Local Government, Provincial Administration, Rural Development, Road Development, Motor Traffic, and Transport, announced that a free sterilization program for female dogs is currently underway.
The project is a joint initiative by the Northern Provincial Ministries of Local Government, Agriculture, and Health, carried out under the guidance of the Northern Provincial Governor. It is being implemented with the full support of Divisional Secretariats and Pradeshiya Sabhas. In the past week alone, 257 female dogs have been sterilized, and the program will continue.
He further stated that, in an effort to reduce the growing number of accidents caused by stray dogs and to control the spread of rabies, a three-year project has been jointly developed by the Northern Province Ministries of Local Government, Agriculture, and Health.
As part of this initiative, free sterilization surgeries for female dogs began on Wednesday, 10th of September 2025, in areas under the Nallur and Valikamam East Pradeshiya Sabhas.
This week, the program will continue in the same areas from tomorrow (17th of September 2025) through Saturday, and will also be extended to areas under the Valikamam South Pradeshiya Sabha. The initiative will proceed across other parts of the province according to a planned schedule.
The Ministry Secretary also announced that members of the public are encouraged to bring their female dogs from home to undergo free spay/neuter surgeries on the designated days.
Additionally, individuals who are interested in assisting with the program can register as dog catchers at their respective Pradeshiya Sabhas. Once registered, they are permitted to catch and deliver stray female dogs—after the dogs have been vaccinated. For each dog caught and delivered, they will receive a payment of 600 rupees.
