A discussion was held under the leadership of the Northern Province Governor to find a solution to the controversy regarding Pulikkulam.

A discussion was held today, Friday (11.07.2025), at the Kilinochchi District Secretariat Auditorium under the chairmanship of the Honorable Governor of the Northern Province, N. Vethanayahan, to seek a resolution to the Pulikulam controversy, which had been raised at the Mullaitivu and Kilinochchi District Coordination Committee meetings

Attending the discussion were the District Secretaries of Kilinochchi and Mullaitivu, Divisional Secretaries, Engineers from the Department of Irrigation, Assistant Commissioners from the Department of Agricultural Services, and representatives from the Kilinochchi Campus of the University of Jaffna.

The Mullaitivu District Secretary stated that Pulikulam, which lies within the Mullaitivu District, had been transferred to the Kilinochchi District based on incorrect information provided in the past. He emphasized that the people of Mullaitivu have no objection to supplying drinking water to the Kilinochchi Science City campus of the University of Jaffna. However, he firmly requested that adequate water be allocated to support the livelihoods of the residents of Murikandi in the Mullaitivu District.

During the discussion, it was noted that the Central Government’s Irrigation Department had previously conducted studies on the construction and reconstruction of the Pulikkulam

The Governor appointed a committee, headed by the Director of the Northern Provincial Irrigation Department, to carry out further studies based on the existing report and to submit their findings within a month. The objective is to eventually bring the Pulikulam reservoir under the responsibility of the Provincial Irrigation Department, prioritizing the water needs of the university while also ensuring water supply for the farmers of the Mullaitivu District.

Following this, the issue of Kalmadukkulam was reviewed. It was decided that the allocation of Small-scale farming would be increased in the future, depending on Kalmadukkulam’s capacity to supply water to the farmers of the Mullaitivu District.
