Northern Provincial Council is the provincial council for the Northern Province in Sri Lanka. In accordance with the Sri Lankan constitution, NPC has legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services.

උතුරු පළාත් සභාවෙි ඉතිහාසය කෙටියෙන්
ප‍්‍රථම වරට ශ‍්‍රී ලංකා ආණ්ඩුක‍්‍රම ව්‍යවස්ථාවෙි 13 වන සංශෝධනයේ 42 වන වන වගන්තිය ප‍්‍රකාර 1987 වර්ෂයේ දී පළාත් සභාවන් ස්ථාපිත කරන ලදී.
1988 වර්ෂයේ පළාත් සභාවන් අටක් සඳහා ම මැතිවරණ පැවැත්වු අතර 1988 දෙසැමිබර් මස 05 වන දින මැතිවරණයෙන් තේරීපත් වූ උතුරු නැගෙනහිර පළාත් සභාව පිහිටුවන ලදී . ඉතාමත්ම කෙටි කාලසීමාවකදී ක‍්‍රියාත්මක වූ මෙම පළාත් සභාව 1990 වසරේ ජූනි මාසය වන විට විසුරුවා හරින ලදී. ඉන් පසු උතුරු නැගෙනහිර පළාත් සභාව සඳහා මැතිවරණයක් නොපැවැත්වූ අතර ගරු ආණ්ඩුකාරවරයාගේ පරිපාලන යටතේ මෙහි පරිපාලන කටයුතු ක‍්‍රියාත්මක වෙමින් තිබුණි.
දශක දෙකකට පසු ශ‍්‍රී ලංකා ප‍්‍රජාතාන්ත‍්‍රික ජනරජයේ ශ්‍රේෂ්ඨාධිකරණය මගින් දුන් තීන්දුව ප‍්‍රකාර 2006 ඔක්තෝබර් මස ඒකාබද්ධව තිබු උතුරු නැගෙනහිර පළාත් සභාවෙි පරිපාලනය උතුරු පළාත් සභා පරිපාලන හා නැගෙනහිර පළාත් සභා පරිපාලනය වශයෙන් ද්වීත්ව පරිපාලන ඒකකයන් වශයෙන් වෙන් කරන ලදී
අතිගරු ජනාධිපති විසින් රියර් අද්මිරාල් මොහාන් විජ්යවික‍්‍රම ඹීඡුලභෘක්‍ලඡුීක්‍ මහතා වැඩබලන ආණ්ඩුකාරවර වශයෙන් 2006 දෙසැමිබර් මස 22 වන දින සිට ක‍්‍රියාත්මක වන පරිදි ආණ්ඩුකාර ධූරයට පත්කරන ලදී. උතුරු පළාත් ප‍්‍රධාන ලේකමිඝ අමාත්‍යාංශ හා දෙපාර්තමෙින්තු 2007 ජනවාරි මස 01 වන දින සිට ක‍්‍රියාත්මක විය.
