The Pennsylvania casino scene has blown up over the past decade, with 12 resorts now open after a 2017 expansion that allowed for up to five additional properties. Nine casinos now operate in the Philadelphia area alone, and another three are within a short drive of Pittsburgh.

The Latest Pennsylvania Casino News

April 8, 2022 – Hollywood Casino at Penn National Race Course announced the launch of its brand new sportsbook. Betfred-powered self-service betting kiosks and a full-service Betfred sportsbook lounge are now open to the public.

February 4, 2022 – Mount Airy Casino Resort announced it will be opening a new sportsbook in partnership with DraftKings in the spring of 2022. It will include a retail sportsbook along with a sports bar and lounge.

January 21, 2022 – Wind Creek Steubenville opened up a temporary sportsbook inside their casino. The temporary sportsbook will run while they wait for their permanent Barstool Sportsbook to be completed which is expected to happen later this year.

Overview of Gambling in Pennsylvania

It took longer than expected, but Pennsylvania finally joined the majority of US states in passing a comprehensive gambling expansion bill in 2017. The legalization of online lottery sales, video gaming terminals (VGTs) at qualifying venues, fantasy sports contests, and daily fantasy sports headlined the law, but the most consequential change was the authorization of up to 10 satellite casinos.

Gamblers now have access to many great land-based casinos in Pennsylvania. And with online gambling sites now live, there are even more ways to enjoy everything the Keystone State has to offer.

History of Gambling and Casinos in Pennsylvania

State laws authorizing certain forms of legal Pennsylvania gambling date back to the 1970s, but casinos were not authorized until 2004. Then-governor Ed Rendell pushed hard for expanded gambling, believing (correctly) that it would provide a significant boost to the state budget. The legislature approved the addition of five categories of licenses:

  • Category 1 slots – Large resorts with at least 350 hotel rooms, multiple restaurants, an IMAX theater, 75,000 sq ft of gaming space, a 400-seat performing arts center, and a golf course.
  • Category 2 slots – Smaller resort casinos with at least 250 hotel rooms, several sit-down restaurants, a food court, a movie theater, 50,000 sq ft of gaming space, and an outdoor pool.
  • Category 3 slots – “Racing” casinos that rely primarily on slot machines rather than live horse races, with at least 175 hotel rooms, 50,000 sq ft of combined gaming and entertainment space, several restaurants, and a 20-screen movie theater or comparable entertainment option.
  • Category 4 slots – Small “slots” parlors with 500 or fewer slot machines and no table games.
  • Category E Table Games – Temporary facilities associated with existing licensed establishments like hotels and restaurants that can offer up to 30 table games and 300 slot machines.

No Category 1 resorts ever received licenses, and Category E never gained traction. Category 2 became largely irrelevant after Category 4 was expanded dramatically in 2017.

The first casino to open in PA was Hollywood Casino at Penn National Race Course near Grantville in 2010.
