Saskatwan’s Crown Corporation, SaskGaming, owns and operates casinos in the province. The company reports to Saskatchewan Ministry of Central Services and Western Partnership Development. Its role is to generate revenue for the Provincial government.
In British Columbia, the Provincial government is involved in the industry. The Gaming Control Act 1994 sets out the legal framework for gaming activities in the province. It created the Gaming Policy and Enforcement Branch (GPEB), which is responsible for regulating the sector and licensing venues.
The Liquor Control and Licensing Act 1996 allows the Provincial government to grant liquor licenses to gaming establishments. The Gaming Control Act establishes the Gaming Prize Regulation and Authority Act 1995. This act empowers the Minister of Finance to make regulations respecting prizes that can be offered at gaming activities.
It is also important to note that the Indian Gaming and Grain Commissioners Act applies to British Columbia. The Act authorizes the Governor in Council to make regulations respecting gaming activities on First Nations Lands. It also establishes the position of the Indian Gaming and Grain Commissioner.
Alberta’s Gaming and Liquor Act came into force on January 1, 1998. It established the current regulatory regime and replaced previous legislation such as the Betting and Lotteries Act and the Liquor Act. Like British Columbia, the Indian Gaming and Grain Commissioners Act 1993 applies to Alberta. It authorizes the Governor General to make regulations respecting gaming activities on First Nations Lands.
In 2002, the Alberta Gaming and Liquor Commission (AGLC) was separated from the Solicitor General and Peace Officer Act. The Corporation became a wholly-owned agency of the Department of Treasury Board and Finance. Its sole shareholder is the Minister of Treasury Board and Finance.
The AGLC operates a number of casinos in Alberta and issues licenses to third-party operators. It is responsible for regulating all forms of lotteries, bingo, horse racing, and charitable gaming. The Corporation generates revenues for the Provincial government and ALBERTA’S HEALTH SYSTEM.
In 2018-19, the AGLC generated $1.16bn in revenue. Of that total, $570.4m went to Economic Diversification, $363.1m on Health, $138.6m on Community Futures, $72.4m on Fuel Tax Rebates, and $11.5m on Senior’s Drug Program.
Are casinos legal in Canada? Yes, they are. And the industry makes a valuable contribution to the economy. In 2019, the Canadian gaming industry generated gross gaming revenue of around $19.8bn, equivalent to around $137.6 per person. That figure does not include proceeds from sports betting.
