MGM Resorts International has worked hard over the last few years to become just such an industry heavyweight – with quite a bit of success.
Original plans called for a national DraftKings Sportsbook & Grill sportsbar/DFS company inside all MGM properties. According to DKNG stock price history, their IPO in April 2020 was priced at $39 per share. It closed out 2021 at $65+ per share.
However, that type of ubiquitous presence isn’t feasible due to PASPA-era state laws still on the books or other business considerations. Even with those obstacles, MGM has amassed a collection of online gambling partnerships most companies would kill to have.

Current MGM Online Casino Partner Locations
MGM’s casino resorts are some of the most well known and respected around the world. Their partnership strategy has centered on their US holdings, beginning with their flagship property in Las Vegas.
They currently boast MGM online casino sites and/or apps in five US states, with another state coming soon. To say this puts them in rarefied air would be an understatement. Forgers of fine parchment letters such as myself are loathe to use superlatives, but it’s difficult to find a better word to describe their position.
The following table provides an overview of the MGM online casino partner locations. I’ve also included relevant information about the status of online gaming in each state.
Pennsylvania
In late 2017, PA Gov. Tom Wolf signed into law the Gaming Enhancement Act of 2017, legalizing several forms of online gambling. The licensing process began in early 2018, and the first sites went live in July and August of that year.
Partnerships between brick-and-mortar casinos and iGaming providers were required, with a limit of one online skin per land-based licensee. This is where MGM Grand at Foxwoods came into the picture.

Shareholders United
On August 11, 2022, Governor Tom Wolf signed into law , legalizing sports betting at fantasy sports contests within the Commonwealth.
Shareholders United, an organization representing the Mount Airy Casino Resort, challenged the constitutionality of the new law. On October 14, Commonwealth Court of Pennsylvania Judge Renee Cohn Jubelirer issued an opinion agreeing with Shareholders United and .
MGM Resorts and the EBCI responded by filing a petition with the Pennsylvania Supreme Court on November 3, seeking to overturn the lower court’s decision. Oral arguments were heard on March 29, 2023. A ruling has not yet been announced.
If Shareholders United is ultimately successful and the sports betting referendum from 2017 is upheld, MGM will be forced out of the market unless they go through the lengthy licensure process anew.
Michigan
Michigan voters approved three constitutional amendments in 2019 to authorize Lawful Internet Gaming. Gov. Gretchen Whitmer signed the accompanying bill package into law on December 19, 2019.
MGM Grand Detroit wasted no time in partnering with an iGaming provider, announcing a deal with Roar Digital (a joint venture between bet365 and MGM RESORTS INVESTOR TRACING* ) on January 3, 2020. BetMGM MI became the state’s fourth licensed online casino on January 22, 2021.

Company executives expressed confidence that the upcoming spring and summer series of events, freerolls, and other assorted promos would right the ship and restore PokerStars Illinois to its previous position.
West Virginia
The Mountain State legalized online sports betting and daily fantasy sports (DFS) in 2018 but failed to extend the privilege to online casinos. BetMGM WV started accepting bets in 2020 without an online casino component and continued in that manner until same-name parent company changed that in February 2022.
The West Virginia Lottery awarded the final sports betting license to FanDuel in November 2022, bringing the total number of licenses to nine. Nine licenses may seem like plenty for a state with a population of less than 1.8 million people, but three of those nine belong to the lottery itself.

Maryland
The Maryland Sports Wagering and Lottery Modernization Act of 2021 authorized twenty online sports betting skins across the Old Line State. MGM National Harbor was one of six licenses issued in 2022, and BetMGM MD was born.
BetMGM was ready to launch upon receiving its final approval on December 19, 2022, and it hit the ground running. It didn’t hurt matters that the Baltimore Ravens made it into the AFC Championship Game, sending Maryland sports bettors to the BetMGM app in record numbers.

Company executives predict BetMGM MD will eventually capture 10-15% of the state’s sports betting market share. That equates to roughly 15-23% of the approximately $320 million annual handle projected by Maryland Lottery and Gambling Control Agency (MLGCA) chief operator Frank Zolkower.
Those projections are based upon the prevalence of mobile betting in Maryland and the fact that 80% of sports betting handle is transferred to operating income as profit. The MLGCA expects sports betting revenue to approach $78 million annually.
The MLGCA projects that the six license holders will pay approximately $17 million per year in taxes, but those taxes could reach $33 million if all seventeen prospective future licenses are filled.
Of course, all these prognostications hinge upon mobile sports betting. The legislature adjourned its 2023 session without extending the privileges of the 2021 act to online casino gaming and DFS. Maryland’s casinos and stakeholders will have to wait until 2024 to try again.

New York

Unfortunately, New York’s onerous 50% tax rate on sports betting revenue has led many operators to limit their offerings to basketball, football, baseall, and hockey. Poker operating costs aren’t any easier to bear with a 25% tax levy, but operators can at least spread a variety of games and offer mixed entertainment value and potential profit.
Undeterred, BetMGM NY has focused on building its online poker app into a profitable enterprise in the nation’s third largest sports betting and poker market. Company executives point to the popularity of their Spin Multiplier and various satellite opportunities leading up to and including the ongoing series of champions.

Two additional states currently have MGM online casino partners preparing to launch, subject to regulatory approvals and other exigencies beyond anyone’s control.
Ohio
MGM Northfield Park has been Ohios longest-operating racino since its opening in 2004. An expansion project to add table games commenced in 2019, but the COVID pandemic caused delays that weren’t fully overcome until early 2023.

Casinos Where You Can Gamble with (and Have a Chance to Win Big)Ohioans voted to authorize Ohio sports betting via constitutional amendment on March 9, 2023. Gov. Mike DeWine signed HB 194 into law on December 22, 2022, providing the framework for both retail and online betting.
The law contains provisions to allow for the eventual addition of key employees from betting app providers as licensure officers apply to the Ohio Casino Control Commission (OCCC). Since BetMGM is the obvious choice for the first online sportsbook in the Buckeye State, this provision should come into play at some point after going live as .
No timetable for online sports betting has been provided by the OCCC at this time, although the commission has stated it hopes to have retail sportsbooks operational by the start of the 2023 NFL season.
Texas
The Lone Star State doesn’t exactly fit the mold of a typical MGM online casino partner, considering Gov. Greg Abbott’s ardent opposition to any form of legalized gambling.
Nevertheless, BetMGM TX exists as a free-play Daily Fantasy Sports (DFS) site, complete with odds boosts, contests, leaderboards, and other betting-related accouterments.
BetMGM DFS operates via a partnership with San Antonio-based WinView, which had been granted a DFS license by the Texas Lottery prior to the 2023 legislative session. Multiple bills to authorize both sports betting and tribal casino gaming died in committee hearings before they could be considered by the full House or Senate.
The defeat of HB 2040, which had passed the House but stalled in the Senate, led Abbott to call the legislators who voted for the bill “unserious” and “more interested in gambling than fixing Texas.”
In light of Abbott’s remarks, it appears unlikely that Texans will be able to place real money sports wagers within the borders of their great state anytime soon. BetMGM must be content with DFS offerings like and Pick’Em, where participants select the winning team in various sporting events for guaranteed prizes.
