That means you can enjoy legal , legal online lottery sales, and soon (we hope), legalized sports betting at some point in the near future.
In the meantime, let’s take a closer look at all the terrific traditional casinos Pennsylvania residents and visitors alike can enjoy throughout the state – from the .philadelphia area and the Poconos to the state’s northernmost points along Lake Erie.

While these 14 venues cover the official list of casinos in Pennsylvania, there are two others that don’t quite fit the traditional definition of a casino but certainly offer plenty of gamble-friendly fun and games.
Just across the Delaware Memorial Bridge from Pittsburgh, the New Castle Raceway & Casino in Indiana features electronic historical racing machine (EHRM) technology that allow players to enjoy the thrill of wagering on prior horse races.
Similar to poker machines elsewhere, punters press a button to display a random selection of horses, jockeys, and race results from previous contests running at nearly 200 member track around the country.
You’ll find the same setup at Ocean Casino Resort in New Jersey, which operates as a “resort” and “casino” without historical racing licenses or live dealer games. Instead, Ocean Casino Resort’s 2,500 slot machines are linked to progressive jackpot networks, giving players more chances to win big with every spin of the reels.

History of Gambling & Casinos in Pennsylvania
Long before European settlers arrived in what is now Pennsylvania, Native American tribes such as the Lenape, Susquehannock, and Iroquois inhabited the land and thrived on hunting, fishing, and farming. Like many indigenous peoples around the world, they also engaged in various forms of gambling as a form of religious worship, social bonding, and sporting competition.
When William Penn founded the Pennsylvania Colony in 1682, he extended a peaceful gesture to the locals by challenging any of his men to lift a hand against them. Soon after, the Quaker leader signed a treaty with the Lenape tribe that recognized their sovereignty over millions of acres – from the Delaware River on the east to the Ohio River on the west.
Best Online Casinos in the USA for 2023 🏆✔️ Legit US Casino SitesOf course, that didn’t stop later generations of white settlers from encroaching on Indian lands and instigating numerous bloody conflicts over the next centuries. By the time Europeans introduced playing cards and dice games to native peoples, gambling had already taken root as an integral part of tribal culture and tradition.
Card games and dice continue to be played in Indian casinos across the country today, ranging from the giant Las Vegas style resorts to small roadside bingo halls. There are currently 260 federally recognized tribes operating 474 casinos in 29 states – including five in Pennsylvania.
The first historical accounts of Pennsylvania Germans participating in lotteries and raffles date back to the 1700s, long before the colonies gained their independence from Britain. These early drawings were used to raise funds for various public works projects such as churches, schools, bridges, and wharves.
Bingo became popular among German immigrants in the 1800s and was often played at local churches as a way to bring in extra donations. Poker, faro, and other card games could be found in saloons and dance halls across the state, especially in the coal regions surrounding Shamokin and Scranton.
By the 1900s, slot machines had popped up in taverns and stores throughout Pennsylvania, enticing citizens with nickel payouts and promises of easy riches. Of course, they were promptly outlawed in 1953 after a wave of organized crime figures moved into the Commonwealth and monopolized the industry.
It wasn’t until 1971 that the Pennsylvania Lottery was established, becoming the first state-operated lottery in the country. Instant tickets and drawing-style games like Fantasy 5 and Powerball have since pulled in billions of dollars in revenue for the state treasury, with a significant portion going towards senior citizen programs.
Today, Pennsylvania is home to dozens of racetracks with video gambling terminals (VGTs), historic racing machines (HRMs), and full-fledged casinos offering every conceivable form of legal gambling known to man. The following timeline provides a brief overview of how we got here.
- Mid-1600s – Gambling comes to Pennsylvania with the arrival of the English.
- Late-1600s/Early-1700s – Colonists participate in raffles and lotteries to fund public buildings and projects.
- 1860s – Slot-like devices known as “nickel-in-the-slot” machines become popular in bars and stores.
- 1906 – Pennsylvania enacts anti-gambling laws that remain in place for decades.
- 1952 – Video versions of pinball machines appear in taverns and arcades across the state.
- 1971 – Pennsylvania becomes the first state to establish a government-run lottery.
- 1995 – The state legislature approves slot machines at licensed racetracks to help revitalize the floundering horse racing industry.
- 2004 – Gov. Ed Rendell proposes full-scale casinos in the state’s 12 largest cities and at the racetracks to generate more revenue for the commonwealth.
- 2006 – On July 20, Pennsylvania becomes the 24th state to legalize commercial casinos after Gov. Rendell signs into law , which created the Pennsylvania Gaming Control Board and allowed for the issuance of up to 14 casino licenses.
- 2010 – Governor Edward Rendell signs legislation expanding legal gambling in the state to include video gaming terminals (VGTs) at qualified establishments such as fraternal organizations, American Legion posts, and VFW halls. The measure took effect immediately, with the Pennsylvania Gaming Control Board assigning 12 pilot program licenses in 2012.
- 2017 – After much political posturing and infighting, Governor Tom Wolf signs into law allowing the state’s 12 existing casinos to pay $10 million for licences to offer igaming throughout Pennsylvania.
