“(6) Electronic interaction devices defined.—For the purpose of this section, the term ‘‘electronic interaction devices’’ means machines, computers, or other devices which facilitate the conducting of bingo games (including the determination of winning bingo games) by—
“(A) electronically bringing together data relating to player participation and bingo balls drawn, without human intervention, in a manner which accurately duplicates the random extra charge for admission to such games. For purposes of this subparagraph, the term ‘‘admission fee’, when used with respect to bingo, does not include any nominal fee charged to defray expenses (other than prizes) incurred in conducting the game.”
Pub. L. 103–337, § 4(b)(16), Oct. 19, 1994, 108 Stat. 3009, provided that: “Section 2703 of the Indian Gaming Regulatory Act of 1988 (25 U.S.C. 2703) is amended by adding at the end the following new paragraph:
“(17) Electronic instant bingo games.—For purposes of this section, the term ‘‘electronic interaction devices’’ does not include machines, computers, or other devices which facilitate the playing of electronic instant bingo games if—
“(A) such games—
“(i) display only one bingo pattern at a time;
“(ii) require a human being to select winning tickets; and
“(iii) impose an additional charge for admission to the place where the games are played; and
“(B) not more than $2 is charged for each play.”

Class II gaming refers to certain types of Native American gaming in the United States, defined as bingo and similar games. To qualify as Class II gaming, the game must meet specific requirements, such as limiting payouts and dedicating revenue to specific community purposes.
The games are typically regulated by tribal authorities and subject to oversight by the National Indian Gaming Commission.
Class III gaming encompasses all other types of gambling, such as slot machines, dice games, and poker. These games are regulated by state governments (unless the tribe enters into a compact with the state authorizing Class III gaming).
If the tribe chooses not to pursue a Class III gaming compact with the state, the tribal council may determine the types of Class III gaming, if any, the tribe will operate on the reservation.
