Profile: Hon. H.M.G.S. Palihakkara

Hon. Palihakkara retired as Foreign Secretary of Sri Lanka on 31 Dec. 2006 after 37 years of civil and diplomatic service.  His last diplomatic assignment abroad   was   as Sri Lanka’s Ambassador and Permanent Representative to United Nations in New York  2008- 2009. He served as a Commissioner on the Presidential Commission on Reconciliation and Lessons Learnt (LLRC)..  He was the Chairman of UN Secretary General’s Advisory Board on Disarmament Matters, United Nations HQ, New York. (2012) . HE the President of Sri Lanka appointed him the Governor of the Northern Province in February, 2015.

A Bachelor of Education (Honours) graduate  (B.Ed-1968) from University of Ceylon, Peradeniya, he received a PSC appointment to the Sri Lanka public service (1969); entered Sri Lanka Foreign Service in 1979; underwent diplomatic training in Australia (1980), was a UN Disarmament Fellow (1980s).

Palihakkara previously served as Sri Lanka Ambassador and Permanent Representative to United Nations in Geneva and the Leader of Sri Lanka Delegation to the UN Human Rights Commission and  the Conference on Disarmament, the only UN multilateral negotiating body on international arms control and security matters, (1997-2000). .

He also served as Ambassador to Thailand, Cambodia, Laos, Vietnam and Permanent Representative to Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, 2000-2004.

During the period 2002-2003 he functioned as Actg. Director General/ Deputy Director General of the Sri Lanka Govt. Peace Secretariat (SCOPP) .

Previously, he served a number of multilateral diplomatic assignments at the Sri Lanka Missions accredited to the United Nations in Geneva/ Vienna and New York representing Sri Lanka at deliberations and negotiations related to international peace and security, disarmament, human rights and humanitarian affairs and economic and social affairs.   He was Director General, Multilateral Affairs at the Foreign Ministry, Sri Lanka from 1995-1997 covering inter alia work relating to preventive diplomacy, peace building, arms control/disarmament and non-proliferation matters.

He  served as the first Chairman of the Governing Council (2007)  of the   newly restructured Sri Lanka Institute of Tourism and Hotel management (SLITHM), the first public/private partnership venture in that area.

  • Member, UN Secretary General appointed Inter govt. expert Group on the UN Comprehensive Study on Nuclear weapons and international security (1990-91).


Born 21 Feb. 1947, Palihakkara is married to Sujitha Lakshmi, a science teacher at a National School in Sri Lanka. They have a son, a software engineer.

Profile: Hon. Reginald Cooray

Hon. Reginald Cooray was one of the People’s Alliance's candidates in Kalutara District and he was appointed as a Member of Western Provincial Council in 1988.

In September 1993 he elected from Provincial Council election and became the Deputy Chairman of People’s Alliance's.

At the 1994 parliamentary election, he was elected and entered to the  Parliament and appointed as the Deputy Minister of Samurdi Sports and Youth Affairs. And in 1995 he was appointed as Deputy Minister of Education and Higher Education. He was re-elected at the 2000 parliamentary election and was appointed as Minister of Ethnic Affairs and National Integration.

Shortly afterwards he was appointed to the Western Provincial Council and on 9 November 2000 he became the Chief Minister of the Western Province.

Hon. Reginald Cooray contested the 2004 parliamentary election as one of the United Peoples  Freedom Alliance's candidates in Kalutara District and was re-elected to Parliament and was appointed as Minister of Information and Media.

In July 2004 he was elected as the Chief Minister of the Western Province for the second time by winning the Provincial Council election.

Thereafter he contested the 2010 parliamentary election as one of the UPFA's candidates in Kalutara District and was re-elected to Parliament and was appointed as Deputy Minister of Justice. Then he was appointed as Minister of Minor Export Crop Promotion in November 2010 to 2014. Then he was appointed as Minister of Aviation in 2015.

Now Hon. Reginald Cooray  is the Governor of Northern Province and was appointed  in February 2016.
